跨境电子商务在国际贸易中的重要性与世界经济的相互关联性成正比增长。因为比利时是世界上最开放的经济体之一，我们国家发展了强大的物流基础设施和海关服务，可以跟随全球贸易的快速数字化。比利时已经完全适应了这种新的经营模式，使其成为欧洲第一大电商中心，也是接触4.5亿具有高购买力的欧洲人的最便捷的通道。

The importance of Cross-border e-Commerce in international trade grows proportionally to the interconnectedness of world economies. Because Belgium is one of the most open economies in the world, our country developed strong logistics infrastructures and customs services that can accommodate the rapid digitalization of global trade. Belgium has fully embarked on this new way of doing business, making it the number 1 e-Commerce hub for Europe and the most convenient gateway to 450 million Europeans with high purchasing power.

比利时独有的中心位置，多种方式联运基础设施（空运、海运、水运和铁路）和先进的设备和能力（装卸、仓储和配送能力）也不可忽略。

The central location and the multimodal connectivity infrastructures (air, maritime, water- and railways) of Belgium are completed by state-of-the-art installations and capacities (handling, warehousing and distribution capabilities).

由于采用了最先进的技术，我们的海关服务可以快速有效地处理跨境电商包裹。比利时海关还具备对不断变化的法规和环境作出快速反应和适应的能力。

Thanks to cutting-edge technology, our customs services allow for swift and effective procedures for cross-border e-Commerce packages. The Belgian customs also developed the means to react and adapt quickly to changing regulations and environment.

代表着比利时驻华大使高洋Jan Hoogmartens，经济部第一秘书任玛迪Mathilde Renard在河南省郑州市举办的中欧跨境电商合作论坛的发言中回顾了比利时的主要资产。

Mathilde Renard, 1st secretary-Economic section, recalled the key assets of Belgium in a speech delivered on behalf of Ambassador Jan Hoogmartens at the China-Europe Cross-border e-Commerce Cooperation Forum in Zhengzhou, Henan Province.

跨境电商的机会和挑战都很多。最重要的是，中国和比利时应共同努力，释放前者，解决后者。一方面，双边和多边合作可以释放电商的潜力，使双边贸易往来更加平衡，并使商业活动更加可持续。另一方面，疫情和近几年的全球背景已经影响了国际贸易，特别是服务贸易。当全世界都在学习如何与疫情共存时，恢复与中国的人文交流和人员流动是最重要的。

The opportunities and challenges are numerous for Cross-border e-Commerce. It is paramount that China and Belgium work together to unlock the former and tackle the later. On the one hand, bilateral and multilateral cooperation can unleash the potential of e-Commerce for a greater balance of bilateral trade exchanges, and for a more sustainable way of doing business. On the other hand, the COVID-19 pandemic and global context have affected international trade, especially trade in services. As the world is learning to live with the COVID-19 virus, it is paramount to resume people-to-people contact and mobility to China.

比利时为河南省和瓦隆省在过去30年中发展的长期关系感到骄傲。郑州和列日开发了一条重要的火车和航空路线，每周多次连接比利时和中国。我馆与河南省外事办公室和商务厅的代表讨论了双边合作问题。比利时大使馆感谢李冰副总干事和李若鹏副总干事致力于推进和培育我们的双边关系。使馆也感谢主办方的邀请，特别是中国服务贸易协会的邀请。

Belgium is proud of the long-term relationship that the province of Henan and Wallonia developed over the past 30 years. Zhengzhou and Liège developed an important train and air route, connecting Belgium and China several times a week. Bilateral cooperation was discussed with representatives of Foreign Affairs Office and of Department of Commerce of Henan.
